Every CTV campaign report a luxury brand receives is technically wrong, and the error runs in the brand's favor. CTV co-viewing measurement is the discipline of correcting it. Your DSP logs an impression when a device renders an ad - one Roku, one Fire TV stick, one smart TV app session. It has no idea whether one person was on the sofa or four. For a private aviation brand selling a $500,000 jet card or a developer marketing $6M branded residences, that gap is not a rounding error. It is the difference between reaching one decision-maker and reaching both.
At Stillwater Media we plan premium CTV against households and measure against people, and the reconciliation between those two units is where most of the useful signal lives. This is how co-viewing works, what the multipliers actually look like, and how to build it into planning without inflating your own numbers.
What Co-Viewing Is, and Why CTV Broke the Old Math
Linear television solved this decades ago. Nielsen's panel used people meters: every household member pressed a button to log in, so a rating was always expressed in persons, not sets. When streaming displaced linear, the currency quietly changed. Programmatic CTV inherited digital's plumbing, and digital counts devices.
So a "1,000,000 impression" CTV campaign means 1,000,000 ad renders on connected devices. The number of human beings who saw those renders is unknown to the log file. Co-viewing measurement estimates the multiplier - average viewers per impression - and applies it to recover person-level reach and frequency.
Three consequences follow immediately:
- Reported reach understates true reach. If your genre mix carries a 1.4x co-viewing multiplier, a campaign reporting 400,000 unique households actually touched roughly 560,000 people.
- Reported frequency overstates person-level frequency. Eight impressions delivered to a household where two people watch together is not eight exposures for one person. It is closer to eight for each of two people in fully co-viewed sessions, or a split in partially co-viewed ones - which is why the direction of the adjustment depends entirely on the session-level pattern, not the household average.
- Cross-channel deduplication drifts. Blending device-level CTV reach with person-level social or search reach in one curve produces a number that means nothing. This is the single most common error in luxury media mix reporting.
Co-Viewing Multiplier Benchmarks by Content Type
Co-viewing is not one number. It varies by genre, daypart, device class, and household composition, and it has been drifting downward as streaming consumption fragments across bedrooms and second screens. The ranges below reflect the bands we plan against for affluent-household campaigns; treat them as planning inputs to be replaced by measured values once a campaign has run.

Two structural notes matter more than any single figure. First, weekend afternoon and prime-time windows (roughly 7–10pm local) carry materially higher multipliers than daytime or late-night - often a 0.2x to 0.4x swing on the same title. Second, living-room device classes (smart TV OS, streaming sticks, game consoles) co-view far more than tablet or mobile app sessions, which is why "CTV" and "OTT" should never be blended into one reach figure.
Why Co-Viewing Matters More for Luxury Than for Anyone Else
A CPG brand selling a $6 item does not particularly care whether one or two people saw the ad; the purchase is individual and impulsive. Luxury and high-consideration categories are structurally different in three ways.
Purchases are jointly decided. In categories with sales cycles beyond 30 days and price points above $50,000 - private aviation, luxury automotive, second homes, yacht purchases, major wealth transfers - the buying unit is typically a household rather than an individual. Reaching one spouse with eight impressions and the other with zero is a planning failure that device-level reporting will never surface.
Influence is not the same as authorship. In private club membership, luxury travel, and independent school enrollment, the person who initiates the conversation is frequently not the person who signs. Co-viewed inventory buys both roles in a single impression, which is one of the few genuine efficiencies left in premium video.
Affluent households are smaller but more concentrated. High-net-worth households skew toward two adults with no children at home or with children in boarding or university. That reduces the four-person co-viewing spikes you see in family categories, but it raises the proportion of two-adult sessions - which is exactly the configuration that matters for joint purchase decisions. The practical upshot: luxury campaigns rarely see 2.0x+ blended multipliers, but the 1.3x–1.6x they do see is disproportionately composed of the right pairs.
How CTV Co-Viewing Is Actually Measured
There are four viable methodologies, and they answer slightly different questions.
1. Panel-Based Measurement
Nielsen, Comscore, and VideoAmp maintain recruited panels with person-level logging. Panels deliver true persons-per-impression by demographic and daypart. The weakness is sample size: once you cut a national panel to "households with $1M+ investable assets watching premium drama in Q3," the cell sizes get thin enough that the confidence interval swallows the estimate.
2. ACR Plus Calibration
Automatic content recognition data from smart TV manufacturers captures what is on screen at the glass level across tens of millions of sets. ACR does not see people, so it is calibrated against a panel to produce modeled persons-per-household-impression. This is the most common approach in the market and the best balance of scale and granularity.
3. Platform-Reported Co-Viewing
Netflix, Disney+, Amazon, and several programmer-owned platforms publish co-viewing factors for their own inventory, typically derived from a mix of first-party profile signals and commissioned panel work. The figures are credible but non-comparable across platforms, and they are not independently audited in most cases. Use them for within-platform planning, not cross-platform arbitration.
4. Survey Recontact and Brand Lift
Exposed-versus-control survey work measures outcomes at the person level, which sidesteps the multiplier problem entirely. If a brand lift study shows movement among a person-level exposed cohort, co-viewing is already embedded in the result. This is the cleanest evidence but also the slowest and most expensive.

Building a Co-Viewing Adjusted Reach Model
Here is the methodology we use when a client needs a defensible person-level reach number rather than a vendor's marketing figure.
- Segment delivery by content bucket. Pull impressions by genre, daypart, and device class from log-level data. If your DSP will not give you log-level or at least deal-level breakouts, that is a supply-path problem worth solving before a measurement problem.
- Apply bucket-specific multipliers. Never apply a single blended number to a whole campaign. A plan that is 40% live sports and 60% late-night documentary has a very different true reach than its blended average suggests.
- Model the incremental-person distribution, not just the mean. A 1.5x multiplier could mean every session has 1.5 viewers, or that half of sessions have one viewer and half have two. The second is the real world, and only the distribution tells you what person-level frequency looks like.
- Recompute frequency as persons-per-session. Additional co-viewers add reach; they do not consume your frequency budget the way repeat exposures do. Most planners get this backwards and cap too aggressively.
- Deduplicate at the person level across channels. Convert CTV to persons before blending it with YouTube, social, or streaming audio reach. Then, and only then, build the combined curve.
- Validate against an outcome test. Run a geo holdout or a matched-market incrementality test. If co-viewing-adjusted reach is directionally right, the modeled reach lift and the measured outcome lift should move together. If they diverge sharply, your multipliers are wrong.
That last step is the one that separates measurement from storytelling. A multiplier that cannot be validated against incremental outcomes is a number that makes reports look better without making decisions better.
A Worked Example: $400K of Premium CTV
Abstractions do not change budgets, so here is the arithmetic on a realistic quarterly plan for a private aviation client.
The buy: $400,000 at a $48 average CPM delivers roughly 8.3 million impressions. The DSP reports 620,000 unique households and an average device-level frequency of 13.4. On its face that looks like an over-frequencied campaign against a narrow base - the kind of report that triggers a reflexive instruction to widen targeting and tighten caps.
Now break it out. Suppose the mix runs 30% live sports at a 1.9x multiplier, 45% scripted drama at 1.45x, 15% documentary and lifestyle at 1.3x, and 10% late-night at 1.1x. The impression-weighted multiplier lands at approximately 1.53x.
That converts to roughly 12.7 million person-level exposures against an estimated 890,000 unique people, for a person-level frequency near 14.3 - but distributed across two adults in a majority of the co-viewed households rather than hammering a single viewer. Effective cost per person reached falls from $0.65 to about $0.45, a 31% improvement that never appears in a standard platform report.
Three decisions change as a result. The live sports allocation, which looked expensive at a $71 CPM, is the most efficient line in the plan on a cost-per-person-reached basis at roughly $37. The late-night allocation, which looked cheap, is the least efficient once its near-1.0x multiplier is applied. And the instruction to widen targeting was wrong: the campaign reached 43% more people than reported, and the right move was to hold the audience and shift mix toward higher-multiplier dayparts.
Common Mistakes We See in Luxury CTV Plans
- Applying a blended national multiplier to an affluent-targeted buy. Affluent household composition differs from the national average. Using a general-population figure typically overstates reach for HNW campaigns by a meaningful margin.
- Double-counting co-viewing and household extension. If your identity graph already extends targeting to every adult in the household and you then apply a co-viewing multiplier to the same impressions, you have counted the same people twice.
- Capping frequency at the device level without translating. A 3-per-week device cap in a two-adult co-viewing household is not three exposures per person per week. Set the cap against the person-level effective frequency you actually want.
- Buying late-night inventory for household messaging. Late-night is efficient and it is also effectively single-viewer. Fine for retargeting, wrong for the joint-decision message.
- Treating platform-reported multipliers as currency. They are planning inputs from interested parties. Reconcile them against an independent source before they enter a client-facing reach number.
What This Changes About Planning
Co-viewing adjustment usually produces three practical shifts in a luxury plan. Prime-time and live-event inventory becomes more defensible at a higher CPM, because the effective cost per person reached falls below what the CPM implies. Frequency caps loosen, because person-level frequency was lower than the device-level report suggested. And the reach curve flattens later than expected, which means the point at which incremental spend stops buying incremental people arrives further out than device-level planning indicated.
For brands running limited-scale, high-intent campaigns - the norm in private aviation, luxury real estate, and wealth management - that last point is the one with real money attached. It is the difference between capping a quarter's CTV investment at $180K because the reach curve appeared to flatten, and correctly extending to $260K because it had not.
